The park is situated along Highway 101 on Neahkahnie Mountain overlooking Manzanita Beach with stunning views of Nehalem Bay and Pacific Ocean. It became popular for its scenic beauty attracting tourists who enjoyed picnicking, hiking trails or simply taking breaks from their journey down the highway.
In terms of development over time, it has seen several improvements including picnic tables installation by Civilian Conservation Corps (CCC) workers in early years followed by addition of restrooms facilities later on enhancing visitor experience significantly.
