The land for this recreational site was initially used by Native Americans before European settlers arrived. The Arapaho tribe specifically utilized it for hunting grounds due to its rich wildlife resources.
In the late 19th century, David Boyd purchased part of these lands from another settler named William Hays. In honor of his contribution towards developing irrigation systems around Larimer County where he resided with his family until death in 1904; locals decided to name both the reservoir and later on State Park after him.
Over time various facilities were added including camping sites (1972), picnic areas (1980s) along with boat ramps & marina services that have made it popular among outdoor enthusiasts today.
